The Service Public website, the operational arm of the Directorate for Legal and Administrative Information, published on 1 September 2026 a news item as clear as crystal. From 1 January 2027, the conversion factor from final energy to primary energy for electricity shifts from 1.9 to 1.7 in the DPE calculation. Order of 19 August 2026 in the Official Journal. End of story.
No methodological big bang. Just a coefficient that decreases. And when the coefficient falls, homes that heat, produce hot water or cool with electricity see their primary energy consumption melt away on paper. Possible result: one class gained, sometimes two for small volumes. Never a downgrade. The administration says so in black and white. Electric F or G energy sieves can thus leave the club of undesirables without a single tradesperson having crossed the threshold.
Who is really concerned? All homes use some electricity, if only for lighting. But the effect is concentrated on those that make heavy use of it for heating or hot water. Gas or oil boilers, for their part, keep their coefficient at 1. For them, no accounting miracle. Only works count. The nuance matters: the breathing space is not universal.
The figures circulate fast. Around 300,000 primary residences should leave energy-sieve status. Including 125,000 in the private rental stock. These estimates come from the ministry’s impact study. They match articles from Franceinfo, Le Monde or Frandroid. Since 2025, G-rated homes have been banned from re-letting in mainland France. F-rated ones follow in 2028, E-rated ones in 2034. Gaining a letter before the deadline means recovering the right to rent and lifting the rent freeze. With no renovation bill. The certificate can be downloaded free of charge from Ademe’s DPE-Audit Observatory with the diagnosis number. Old DPEs remain valid for ten years. New ones incorporate the 1.7 automatically.
Where does this 1.7 figure come from? A succession of reductions. 2.58 once upon a time, 2.3 in 2021, 1.9 on 1 January 2026, 1.7 in 2027. Officially to align with the French electricity mix, largely decarbonised, and to support the electrification of uses, heat pumps foremost. The European framework allows it. Electricity industry players applaud. Tenants’ associations and part of the insulation sector grumble. Public consultation: a majority of unfavourable opinions. Talk of a sleight of hand, of energy sieves cured by decree, of a DPE that loses credibility. Bills, for their part, do not fall by a single cent. Comfort neither. The label changes, not the wall.
There are also other DPE changes at the same time, linked to the European directive: more information on renewables, an A0 rating for near-zero-emission buildings. But the buzz and Service Public’s announcement revolve around the electricity coefficient. It is the one that moves classes without works.
The owner of an electric studio rated F can smile. The owner of a gas energy sieve will keep calculating the cost of insulation. The tenant, meanwhile, risks remaining in a home that consumes as much as before, with a nice letter on paper. Energy renovation has not disappeared. It has simply found an administrative shortcut for part of the stock.
Provisional verdict: Service Public’s statement is accurate. Date, mechanism, consequences for renting, free update—everything is there. The orders of magnitude for exits from energy-sieve status are confirmed by several official and journalistic sources. What remains open is the real effect on the pace of works and confidence in the tool. The regulatory burden has been lightened for some. The energy bill has not been lightened. When it comes to the DPE, paper bends more easily than walls. And that is precisely the whole point of the matter.
